I have only seen 2 of these in my life and can't figure out what makes it

Bagworm
I found many of these in Myrtle Beach, SC. They were hanging from a type of small Evergreen tree (I'm not sure of which kind of Evergreen). I found these around the middle of September. Since then I have been searching for what they were. Thank You for posting this info.

Looks like...

A Moth's Abode......
One of the bagworm moths. The pupa is enclosed in the case. There are several species, and I think the designs/materials may be species-dependent. I don't know which species this one represents. You might want to keep the pupal case suspended much as you see it in a glass container with a cloth lid held in place by rubberbands, and monitor it to see what emerges. In some species only the males emerges. A photo of an eclosing male would be great to see.

Thanks for IDs
Thanks Bob, I appreciate your help.
