It's probably something like a Dwarf Catonia, but hard for me to say for sure.
Catonia pumila:

Achilid planthopper
If you'd like a more specific ID, please crop the photo so the bug fills the frame. Only you and the editors have the ability to click on the image and view the full size version. Everyone else is stuck looking at a tiny bug in a lot of unnecessary background. :)
