These were hanging from leaves on a shrub. I don't know what kind of shrub, however. There is a slight bulge near the end of the "tag" which must be the larva. Is this some kind of leaf miner?

Do you have any pictures that show the leaves better? There are only a few species with cases that look like this, but I need to know what the plant is to be able to tell which one it is.

I believe this is a moth larva, family Coleophoridae, and it is a leaf miner, sort of.
