Web built on railing of a wooden bridge over a stream (Connelly's Run). Unable to get a bottom view without a drone.

I agree
It looks a lot like the pictures of that species, fits the description and is in the range. The cephalothorax looks redder and less hairy, but likely because light is shining through it. Thanks.
