Undoubtedly, a member of the ...
... superfamily Cynipoidea. But I can't tell if it is a cynipid or a figitid, so I'll move it to the superfamily level for now.

After another viewing, I think this is a member of the Figitidae, probably the aphid hyperparasitoid genus Alloxysta.
