insect - Ellipes minuta

insect - Ellipes minuta
Decatur, Wise County, Texas, USA
September 11, 2020
Size: approximately 1.5mm
I found this on a sandstone rock face. It appears to have made a "cocoon" out the sand it mined. After looking at the photos closer I think I can see eggs. I tried to catch it but it kept jumping pass my container.
