Found near the Entiat River. Any ideas?

Moved from Tortricid Moths. Can go here for now, with the caveat that the specimens with blue rather than red coloration appear to be a different, unrecognized (but possibly described) species.

Looks like...
I think that it must be a Tortricid Moth.
(maybe) something like Platphalonidia campicolana: I'm not sure.

I suspect Tortricid but that was as far as I got.
