Not sure about an ID but I think it may be one of these.

I'm leaning heavily toward the blue mud dauber. Just doesn't seem bulky enough for Chlorion, and they don't often exhibit this resting behavior.

for the info. I thought it was a Mud Dauber also and I assure you, it didn't rest for long and there have been many attempts to find one that did, lol.
