The wings are very similar to this Dracula Ant.
Stigmatomma pallipes: ♂ From what I have read, it could be either S. oregonense or S. pallipes. Let's see what the experts say.

The large ventral projection on the first abdominal segment indicates that he is probably an Ant. The wing-venation seems to confirm that.
