Aedes
Palp structure (straight and feathery) indicates Aedes, but males are very difficult to ID to species.

There are many Aedes species with the bands on the legs (tarsal banding), but most other genera of mosquito also have species that exhibit tarsal banding to some degree as well. So it's not a reliable identification feature for genera, but can be used to differentiate species within a genus.
