Northern Paper Wasp (Polistes fusctaus) ??? - Polistes fuscatus

To me, this looks like a Northern Paper Wasp (Polistes fusctaus) but for the colour which I find to be very brown, and the white face. Maybe I have just never seen the face before. As always, your advice is greatly appreciated.
