low light, poor quality photo, but I thought this looked similar to Allantus nigritibialis, but not sure which species have the bluish heads

possibly you are rihgt,
however, I would like to point out that Dave Smith's identification was of an imago and not a larva. (if you meant it)
Of course, the assumptions about those larvae have some basis, but this is not a fact.

In "Nearctic sawflies IV. Allantinae" descriptions of larvae of almost all Allantus species are absent, including nigritibialis.

Nearctic Allantus species:
albolabris - plant unknown
basalis - ?Betula, ?Dasiphora, ?Rosa
cinctus - Fragaria, Rosa, ?Rubus
mellipes - Fragaria,
nigritibialis - ?Rosa
rahmus - plant unknown
umbonatus - ?Betula
viennensis - Rosa, ?Rubus

Species basalis,cinctus, viennensis can be excluded as they obviously have a light head coloration. I do not know about other species.

I also want to mention that the distinctive characteristic of Allantus species is the small white spines on the 1st, 2nd and 4th (of 6) annulets of the abdominal segments. This makes it possible to separate the genus Allantus from other genera.
But these spines are not visible in your photos, unfortunately.

Thus, to be honest, there is no reason to say that this Allantus nigritibialis or even Allantus sp.
I think these photos should be in the Tenthredinidae family if you don't mind.
