Slaty
This is a female Slaty Skimmer. Great Blue is eliminated by face color and the reddish area just under the forewing on the lateral thorax. Bar-winged is eliminated by range and the exact shape of that reddish area.

Face not white or we would say vibrans
Guessing this is the female Libellula incesta, but it has an awful lot of black on the wingtips. See . Maybe it's a L. vibrans with a dirty face?? These females are tough!
