Dogwood sawfly larvae, Macremphutus tarsatus? A number of these on red twig dogwood leaves, Cornus sericea.

These are different species.
The center line on the back of the
Macremphytus species
is free from spots.
But
Taxonus pallidicornis
, for instace, has black spots on the midline.
(according to Nearctic sawflies IV. Allantinae)
Plants are also different.
