Pupa on Vachelia (Acacia) constricta in Tucson, AZ - Female

Size: 1/2"
A small whitethorn acacia had a couple dozen of these pupae (?) on it. I saw a few on one other shrub of the same spp., but none on the rest I observed.

Looks like...
It's a type of Giant Scale Insect, probably an adult female with a large egg-sac.
