A terrible angle photo I know but it's the only one I have. I thought it to be a Mud Dauber wasp at first after reviewing some old images, but there is no long segment in front of abdomen. Which points to a Potter wasp, but there seems to be too much yellow behind the head so... I don't know.

Looks like...
The short antennae indicate that this is probably some type of Common Sawfly. It might be something like Macrophya bifasciata. (Adult) Hold on for an expert.
