I found this tiny oddball under an outdoor light. It appears to key out to Euphorinae using the Sharkey key to subfamilies (1) and then to Ecclitura using Shaw's key in the same volume. Shaw says there's supposed to be "one undescribed species in the eastern United States" (1). His 1985 paper (page 323) says he examined 3 specimens of that species from New Jersey.

I don't know what the odds are of my ID being correct but this wasp looks quite similar to these photos of the previously described species Ecclitura primoris and also to this recently described Ecclitura species from Brazil.

Genus ID confirmed by Dr. Scott Shaw, U of Wyoming ("Sweet! Yes, I agree it is genus Ecclitura, and it reminds me of the one seen from New Jersey (although many years ago).")
I'll be sending him the specimen to go with the 3 he collected in 1985.
