I believe it is called a Palm
I believe it is called a Palmetto plant (looks like a fan)

I think more than one plant goes by that name
but it could be
Sabal palmetto
. Unfortunately even if that's the right plant ID, a Google of "sabal palmetto armored scale" turned up at least two armored scales that host on that plant. Looks like more expert help will be needed.
