Is genus as far as this shot can be identified? assume polistes - Polistes - Male

Found at White Rock lake, near Sunset bay pier on what I believe is goldenrod. Only shot I got. possible to get species or gender from this? Should be polistes for genus.

I think that he probably belongs in Polistes carolina or rubiginosus, but hold on for an expert.
