This fly was observed at 4:50 PM on a sandy area drinking nectar from a Rough Buttonweed (Hexasepalum teres) flower, and it seems to have its ovipositor extended. It didn't look like it was trying to lay eggs but it might have after I left. Looking at photos I took of the plant it seems to have some small yellow specks- Aphids!
