Size: TBL 5mm
On a section Lobatae oak, likely Q. rubra. The gall was very flat and I was quit surprised that it was occupied. The larva is very flat as well. It has spiracles on segments 1-3 as well as at the rear. No legs. Hard to tell top from bottom.

I think that I figured it out and I believe this is Tischeria quercitella larva. From Tracks & Signs of Insects by Eiseman and Charney:

"The mine of Tischeria quercitella is unique among oak- and chestnut-feeding tischerids in having a circular, slightly bulging chamber (nidus) that the larva uses as a retreat and eventually a pupal chamber."

I am reasonably familiar with Cynipid galls and this one was different then a Cynipid. I do not know how to even ID this to Order as I do not know much about larva. :/ It is also not like a Polystepha midge gall.

This looks to my very untrained eye, like it is a beetle.
