Diapriinae: Diapriini
Male. This is likely Basalys (90%), and if not Trichopria (10%). The two are quite superficially similar but easily split on veination. I can't quite make out the venation, but it looks like there might be a perpendicular basal vein, and the submarginal is not adjacent the anterior margin.

Probably genus Trichopria. Females have shorter, distinctly clubbed antennae.
