Size: 9-11 mm
This little devil darted around me, landed on my hand, and inflicted a painful bite. My hand turned all red and itched uncomfortably for fifteen minutes. Is this a Deer Fly, a species of Chrysops?

Ouch is right...
Yes, this is a female deer fly, most likely Chrysops callidus.

I remember when I was doing a marsh survey in Delaware and had both hands holding lines to markout the area when one of these flies landed on the back of my hand, and before I could react cut out a perfectly formed triangular piece of skin from me.
