Covell lists a brown-bordered Ermine Moth, Y.atomocella, 2416. Could that be what this is?

Prays atomocella
Yes, this is Prays atomocella. It was listed in Yponomeuta in the 1983 checklist and in Covell's guide, but it was correctly argued to belong to the genus Prays by Forbes 1923, Lepidoptera of New York and Neighboring States.
