I suspect this is Leptoypha costata Parshley, based on the shape of the antennae and hemelytra. It is likely a tenneral individual.

What was the vitis growing on? Are there ash trees nearby or maybe willows?

Not Tingis
The genus Tingis doesn't occur in North America. On the other hand, I can't identify the specimen. The detail is too small and important features are obscured by the position of the insect. For now I can only agree with the family Tingidae. Any more photographs?
