I agree...
...with A. carpini - similar to A. bilineatus, but the white vittae are obsolete and the elytra have a distinctly bluish cast.

Another similar species is A. acutipennis, but in that species the lateral pronotal pubescence is more limited and the pronotum is also blue.

Looks like it could be Agrilu
Looks like it could be Agrilus carpini. Recently elevated to species, it was a subspecies to Agrilus bilineatus. It does lack the stripes, but it could be rubbed. Let's see what Ted thinks.
