It's a winter version of an Emerald Moth. It's probably something like this one below, but hard to be sure. White-barred Emerald Moth
Nemoria bifilata planuscula: I don't think that you are in the range of that sub-species though. The more likely sub-species is probably Nemoria bifilata bifilata: Notice the line on the abdomen.
