Egg Cluster

A few of these were found in a pond. It appearsto be an egg cluster of some sort. Not sure if the bug is tending to it, raiding it or just passing by. Any help with info on the eggs and bug is appreciated.

Horse fly eggs
Here's a photo I just took of some being laid:

They start out white, then turn brown, and eventually shiny black. That's a ladybug larva eating them. I found a ladybug larva that had munched halfway through a horse fly egg mass in the same area where I took this photo.

Not Sure About the Eggs
But, that appears to be a Lady Beetle Larva munching on it.
