Size: wingspan = 28 mm
Pima occidentalis is the closest match I can find. The BOLD website indicates it occurs in Arizona, New Mexico, and Texas, though none of these locations are shown on MPG.

After much searching and use of a topographic map, I found the two locations where the road you named in the post hits 8,300' in elevation. I'm glad to see that I was right! I had some difficulty initially because the location is actually in Gila National Forest, ~11.5 mi SE of Apache Campground, not in Apache National Forest. It's just under 24 mi EbN from the type locality.
