Female
She has too much white color on her face for Hyleus and the blue-eyes don't fit either. She might be something like Protandrena mexicanorum. Hold on for an expert.

 
Note range in Bees of Colorado
Species present are P. bancrofti and P. cockerelli (note: was confused historically with mexicanoruum. The former has smaller yellow face markings
