Black fly with weird trait

This tiny insect caught my attention because it was waving around its black-and-white front legs like it was trying to pick up signals from outer space. Does anyone know what it is and why it has that quirky habit?

Midge
It looks like a midge of subfamily Chironominae, but I've never seen that white first tarsal segment before and the wing veins are hard to make out. There don't seem to be any midges that can tolerate Great Salt Lake itself but there could be brackish water specialists along the fringes that are rare elsewhere. (One species of Tanytarsus has almost but not quite enough salt tolerance to live in Great Salt Lake.)

Yes, we have lots of midges (especially the biting kind) around the Great Salt Lake since there is fresh water around, too. The bi-colored legs really made this one different. Thanks for all the input, John.

Just a guess
it might be mimicking wasp antannae (many of which have that stripe) to deter predators.
