These photos were taken near the National Butterfly Center in Hidalgo county Texas and this looks like a male Zaptlana Leafcutter Bee Megachile zaptlana which has been photographed there.

The bee was on spring mistflower Tamaulipa azurea
This sighting was 13 days after a low of 22 degF.

I think that this is probably your species below, due to the brown coloring on the front & mid tibiae & femora, half-green-colored eyes, reduced abdominal hairs, etc. Hold on for an expert.
Megachile policaris: ♂ Notice the brown tip on the apex of the front basitarsus.

The double quotes will block everything to the right of them from all views, including the genus, species and gender, in all parts of the guide, including the browser and info pages. Single quotes will not do this.
