Can this be identified beyond Enallagma? Thanks

How about Seepage Dancer?
The spurs on the lower legs look pretty long, which are a characteristic of dancers. No other dancers in the area have that much blue on the abdomen and a black shoulder stripe that wide. I've never seen one of these before but it looks like Argia bipunctulata.

Seepage is correct. Note also the dancer-like wing posture (angled above abdomen instead of folded against it, as in Bluets).
