I found this is an oak branch. It looks Thrips to me but the huge eyes I did not see in any of your Thrips pictures. I have other views if it may help.

This is Valenzuela indicator, male. The female soes not show this contrasting pattern.

Bark Louse
It's in one of the bark lice groups, maybe Caeciliusidae.
