I was trying to read up on this and didn't find alot of information. I thought I read something about another insect makes the sac and the gall wasp lays the eggs in it? Am I right? Genevive

 
no,
this is not a sac, this is a plant tumor they induce chemically [while laying eggs] to serve as a shelter & food source for their larvae. Search the web for Cynipidae, u'll find truckloads of info
