Okay, thanks for checking! Still a mystery as to where the larva went--the mine is definitely empty. But sometimes larvae do pop out of mines by mistake.

Are you certain this is Erigeron? It seems like it must be an Astrotischeria, but those pupate in their mines and there doesn't seem to be a larva or a pupa in this one. Definitely worth keeping an eye out for more.

 
I thought it was Astrotischer
I thought it was Astrotischeria. There is a possibility the host could be Solidago nemoralis, but I didn't think so. I will keep an eye on the plant, and will look out for more.

This is Solidago nemoralis--I checked it out today. Sorry--it is growing near several Erigeron strigosus plants, but I found a telltale old flower stalk from last year. So this is a known miner...
