I at first was thinking Tramea, but the rounded epiproct led me to instead lean towards Pantala. I could post other angles if necessary.

sure it's a skimmer?
The other shot has me thinking it looks more like an Aeshnid but I don't have much experience with exuviae so take that with a grain of salt. Have a labium shot?

If I'm following the key correctly.
Hind angles of head rounded -> Spines of segments 7-9 only -> (breaks down with antenna here, but don't think it's Gomphaeschna)
That gets to Anax and Anax longipes has a huge labium, so it has to be junius.

If you can see antenna, they should be about half the length of the head.
