Not really a swarm (as these are solitary-nesting, not social, wasps) but instead an aggregation of males. Loose aggregations are often formed for overnighting, though tighter, more "scrambled" mating aggregations are also formed.

for the ID and the comment on behavior. After seeing you other ID, I'd been wondering what these solitary wasps were doing all together.
