Is the bug actually hairy...
...or is it covered with debris? This looks as though it could be Artheneidae, but they're not hairy,

 
I wondered
No, it’s not hairy. It’s covered in scales from the vial I used to hold it. I tried to brush it clean, but it’s still quite dirty.
