Size: ~7 mm
My guess is that this is a root-maggot fly in the genus Leucophora. I have a fly in my photo files with that same projecting white face that was identified as Leucophora from April 2019. With my very limited knowledge of fly ID, I may be wrong though.

Thanks so much for determining that this root-maggot fly is Eutrichota incompleta, John! I can't believe that I didn't see the connection to another example of E. incompleta that I found here at Lake Meyer Park earlier in April.
