Although the image is not quite good enough to be absolutely certain I think your family identification is correct and it is a female of an undescribed species of Reikosiella (Capreocauda) Gibson.

Eupelmidae…
The elongated appearance, an enlarged mesopleura, a protruded ovipositor, and the mid coxae insertion point closer to the hind coxae indicate this chalcid family. Sorry for the long delay, but the extended ovipositor had me stumped for quite awhile.
