Internal feeder in seed capsules of lousewort / wood betony, Pedicularis canadensis. The current image shows the seed capsule (arrow) that is inhabited by the larva pictured in this series. I opened several capsules and each one contained a larva.

Moved from Frit Flies. At first I thought this was a chloropid, based on the fleshy appendages on its posterior (see comments here). But now I wonder if it might be Gimnomera cerea, the scathophagid Charley Eiseman wrote about on his blog here:

Bugtracks | Life Lurking in Lousewort

Charley has reared a chloropid from Pedicularis

but it was only 1.5mm long; the larva shown in the current series is significantly larger than that, so I'm guessing they're not the same thing. See also p. 600-601 in
