Golden-winged
Although the field marks are tough to assess with this shot, it looks like a male Golden-winged Skimmer (Libellula auripennis). The antenodal costal vein looks light-colored, and it looks like there are only 3 paranal cells (to my eye). A better pic with more detail of the wings might be needed for a 100% ID, though. If it is auripennis, it would be a new county record.

 
Needham's after all
I was able to see the original size of this photo and zoom in on the wing venation, which actually confirms it as Needham's Skimmer. 4 paranal cells are clearly visible in the left hindwing.
