I'm thinking this may be a Red-footed Cannibalfly (Promachus rufipes.) Does their range include Southern New England? The experts are welcome to discuss this.

Actually
In Efferia. And though it should be a female Efferia [Nerax] aestuans in RI it frankly looks like E. apicalis. Hmm.

Why not aestuans, which has a long thin ovipositor, brown tibias, and is known from RI?
