the dreaded Eupithecia (or close). Very tough.

Why "dreaded"?

 
Easy
Because there are so many Eupithecia around - And especially in Washington, it is very tricky to ID almost any of them. I, too, find them to be dreadful - Except my recent find, the Green Pug.

 
Dreaded
I have dozens of images I can't ID! Will have to post sometime and let one of the experts take a stab at them.
