Not a fly
Eye is wrong. Also note "waist".

 
Wasp identification?
Hi Ron, I originally posted on my Flickr site that this insect was a wasp, but couldn't identify it - so with out thinking about the "waist" and "eye" thought maybe it was a hover fly. Thanks for correcting me!

 
You're certainly welcome.
A lot of these are tough to sort out. Hey, they often try to imitate each other. There's even a fly that looks like a spider.
