Sorry about the bad image--this is already fairly zoomed in.

The wasp was casually flying around in a mixed conifer forest. It seemed most interested in downed, old conifer logs. Black body, apparently black wings, and it looks like the legs and PERHAPS underparts of the body were red.

Moved from Braconid and Ichneumonid Wasps.

With the white annulus on the antenna, this is most likely Ichneumonidae. This probably won't be positively identifiable further from here, so this photo isn't needed for the guide. But with what I can see here and the possibility of a reddish gaster, Echthrus would be a decent possibility to look into.
