Yep, A. planipennis
EAB is way bigger than most Northeastern US Agrilus

 
Is size enough, or are you seeing other diagnostic characters?
It seems that there are a number of green/bronze Agrilus found in PA, and I'm at a loss when it comes to separating them.

 
Nothing that big out there except difficilis and 4-guttatus, but
the depressed head, elongate body, and green colour (not many green Agrilus out there--you have to go southwest for a couple more) also helps
