This is a member ...
... of the superfamily Chalcidoidea. It's a male (you can tell by the relatively hairy antenna), which are usually tougher to ID than females. It PROBABLY belongs in the family Pteromalidae, but I wouldn't rule out Eupelmidae - the differences in the males between some species of these two families can be very difficult to discern.

On additional viewing, I think this belongs in the Pteromalidae.
