Saskatchewan Sialis
At present, only S. velata is reported from Saskatchewan, so this very well may be your species. There are, however, 4 other species in neighboring provinces / states (S. californica, S. cornuta, S. hamata, & S. itasca). Proper separation of these species really relies upon microscopy of terminalia (particularly in these all-black species), so I would be hesitant to base an ID too much on range alone.
